Cable Commission


The Jefferson County League of Cities Cable Commission was established in 1994, by the Jefferson County League of Cities Organization, under the Interlocal Cooperation Act pursuant to KRS 65.210-65.300. The suburban cities who are signatories to this agreement hereby create a legal entity to be known as the Jefferson County League of Cities Cable Commission. The purpose of the Commission is to jointly exercise all lawful powers authorized under the Interlocal Cooperative Agreement relating to the provision, regulation and control of cable and telecommunication matters on behalf of the citizens of the suburban cities.
The powers and duties of the Commission are exercised through its Board and duly appointed officers.
The Jefferson County League of Cities Cable Commission is committed to providing its membership with high quality representation and value of services in the highly specialized and changing field of cable television law and technology.
In 1999, JCLCCC retained a highly specialized attorney, Linda K. Ain, as its legal counsel. Ms. Ain has over 25 years’ experience assisting Kentucky cities on cable and telecommunications matters. Ms. Ain is the Executive Director of the Kentucky Association of Cable and Telecommunications Officers & Advisors and currently serves JCLCCC as an advisor on matters of telecommunication services after her departure as sole legal counsel for JCLCCC in 2021.
In December 2021, the Commission retained Attorney Jonathan Ricketts to serve as legal counsel to JCLCCC. Mr. Ricketts has practiced military Naval law as well as civilian law and has successfully litigated cases at every level and varied legal issues throughout the Commonwealth of Kentucky. Attorney Ricketts was instrumental in negotiating the most recent franchise agreement provided to member cities in 2025.
In 2005, Mr. William M. Huff joined the JCLCCC as its Executive Director. Bill is a retired General Electric Company executive, long-serving small city mayor, and a former President of the Jefferson County League of Cities. Executive Director Huff retired from JCLCCC in 2022 but remains a valued advisor.
Upon the retirement of Executive Director Huff, long-serving 4th class board representative and attorney, James (Jim) Hodge resumed the duties of JCLCCC Chairman. Chairman Hodge has extensive legal experience in numerous fields of law and has been practicing law for over 54 years in administrative law, litigation, and local government law.
On June 14, 2024, the JCLCCC celebrated its 30th Anniversary of providing services to member cities with over a 40% growth in membership during that same time period.
